Selecting the wrong size water meter box creates problems that are difficult and expensive to correct after installation. A box that is too small in footprint will not accommodate the meter and valve assembly. A box that is too shallow puts the service line above the frost line, risking freeze damage. A box that is too large is wasteful and requires more excavation than necessary.
The goal of proper sizing is to create a protected underground chamber that fits the meter assembly with adequate clearance, places the service line at or below the required burial depth, and accommodates the lid flush with grade. When these three conditions are met, the installation will provide decades of reliable, freeze-protected, accessible meter operation.
Sizing also determines which NDS product series fits your application. The four key variables are: footprint (length × width), depth, pipe slot configuration, and cover type. How to Measure for a Water Meter Box
Accurate measurement before purchase saves time, money, and the frustration of a box that doesn’t fit. Here is the step-by-step measurement process:
Lay out (or sketch) the water meter body, curb stop valve, and all fittings in their installed orientation. Measure the total horizontal length from end to end, including the flanges of any couplings. Add 2–3 inches on each end for clearance. This is the minimum required interior box length.
Measure the widest point of the assembly (the meter body, any parallel fittings, or the curb stop handle). Add 2 inches of clearance on each side. This gives the minimum required interior box width.
The box depth must allow: (a) the service line to enter at or below the frost line, (b) the meter assembly to fit inside with the lid seated flat on top. The depth from the bottom of the box to the lid seat minus the assembly height (with some clearance) equals the available service line entry depth. Most NDS boxes have a single pipe slot at one end. If your installation has two service lines entering the box (dual-pipe configurations), select a box with a dual pipe slot such as the D1500-DUDICIR.
Compare your measurements to the NDS series dimensions: D1500 (13” × 20”, 12” deep), D1200/D1800 (14” × 19”, 12” or 18” deep), D2400 (16” round, 24” deep), or Large Commercial (17” × 30”, 18” deep).
Depth Selection: 12”, 18”, and 24”
Depth is the most critical sizing variable for outdoor water meter boxes. The primary driver is local frost depth — the maximum depth at which ground frost is expected to penetrate in a typical winter. Water service lines and the meter must be installed below the frost depth to prevent freezing.
12-Inch Depth (D1500, D1200)
The 12-inch box is the standard choice for mild climate regions where winter temperatures rarely drop below freezing, or where freezing is so brief and shallow that 12-inch depth provides adequate protection. This includes much of the Southern United States, the coastal Pacific region, Hawaii, and similar temperate zones. The NDS D1500 series (13” × 20”) and D1200 series (14” × 19”) both offer 12-inch depth and account for the majority of residential meter box installations in the country.
18-Inch Depth (D1800)
The 18-inch box is appropriate for moderate frost depth areas — the Midwest, Mountain West, parts of the Pacific Northwest, and transitional climate zones where winter temperatures regularly drop below 20°F. The NDS D1800 series (14” × 19”) provides 18-inch depth, and also offers a green irrigation cover option (D1800-OLSG) for irrigation valve enclosure applications.
24-Inch Depth (D2400)
The 24-inch round box (NDS D2400 series) is designed for northern climates where frost penetrates to 18 inches or deeper. It is also used for larger meter assemblies requiring more vertical clearance. The D2400 is 16 inches in diameter, offers a locking cover option, and is the deepest standard box in the NDS product line. If your local frost depth exceeds 18 inches, the D2400 is the appropriate choice.
For locations with frost depths exceeding 24 inches (some extreme northern and mountain regions), consult your water utility for specialized deep-set meter pit requirements, which may involve concrete vaults or custom configurations beyond the standard NDS line.
Frost Depth and Service Line Burial
Frost depth varies significantly by geography. State agencies and building authorities publish frost depth maps for water system design purposes. As a general reference:

Sometimes an existing meter box is too shallow for the current installation requirements — perhaps because the utility’s depth requirements changed, the ground level shifted during landscaping, or a deeper meter assembly is being installed. In these cases, a water meter box extension or riser can solve the problem without requiring full box replacement and re-excavation.
What Is a Water Meter Box Riser?
A meter box riser is an intermediate section that fits between the existing box body and the lid seat, effectively increasing the depth of the chamber. Risers are manufactured to match specific box series dimensions so the lid still seats correctly on top after the riser is installed.
When to Use a Riser
- The existing box is too shallow for a new deeper meter assembly
- Grade changes (landscaping, paving) have raised the surrounding surface above the box top, creating a hazard
- The utility has changed the required depth standard and existing boxes must be brought into compliance
- The service line needs to enter at a greater depth than the current box allows
Water Meter Box Extensions vs. Full Replacement
When depth is the only issue and the existing box body is structurally sound, a riser is a cost-effective solution. However, if the box body is cracked, sunk below grade, or the wrong footprint entirely, full replacement is the appropriate path. A riser adds depth but does not fix a damaged box body or change the footprint dimensions.
Outdoor Water Meter Installation Considerations
For meters installed in the front yard, parkway strip, or other outdoor locations accessible from the street, several additional considerations affect box sizing and selection:
Grade and Surface Condition
The top of the meter box lid should be flush with the surrounding grade or slightly above it — enough to be visible but not protruding so far as to create a tripping hazard. In lawn areas, this means accounting for the turf root zone above the soil surface. In paved areas, the lid must be flush with the pavement surface.
Traffic vs. Non-Traffic Location
For any outdoor meter box where vehicle access is possible — even occasionally — a cast iron reader port lid is required, since plastic covers are not rated for vehicle loading.
Water Meter Box Outside the House
In most jurisdictions, the meter box is located near the property line — not at the house foundation. The area between the street and the property line (the parkway or easement strip) is the most common location. If you are replacing an existing outdoor meter box, measure the existing box and match the series to ensure the lid is compatible and the pipe entry aligns correctly.
Water Meter Enclosures vs. Pit Boxes
The term water meter enclosure is sometimes used to describe above-grade protective housings for meters that are installed on the exterior of a building rather than underground. These are different products from underground pit boxes and are used in commercial settings where the meter connects to the building at grade rather than underground.
